I feel that the blame for the Cold War is United States. The United States went against their own policies to help rebuild and try to prevent more war and turmoil. The US allowed many damaging events to happen to Russia. In the Treaty of Versailles, we agreed on breaking up parts of Russia and didn't stop Germany from invading either. We also planned a nuclear attack on Russia and kept the a-bomb a secret. Although the US was wrong, Russia also was doing nuclear weapon tests. And even though Russia stole and broke rules and refused to help the US in Japan, the US tried to greedily conquer europe, went against policies, and allowed fascist movements to spread and didn't stop Japan from occupying Soviet islands. This is why the US is to blame for the Cold War.
